Habitats: Wasteland, gravel pits and quarries..

Habits: The moth was last recorded in West Norfolk in 1971, despite more recent searches of the foodplant.

Foodplant: In the autumn and throughout the winter, the gregarious larvae feed on the undeveloped leaves at the heart of Hoary Mullein. In the spring they feed under the larger lower leaves in a web, while younger larvae at the same time bore into the stems and leaf stalks. On the European mainland it is also recorded from Dense-flowered Mullein, Great Mullein and Orange Mullein. It pupates in a cocoon under a lower leaf of the foodplant or in a turned down leaf edge.
